
HUGUETTE THORNTON
Management Counselor
Huguette Thornton is the Management Counselor at Embassy San Salvador where she is responsible for all management operations, overseeing an annual budget of over $150 million and providing services to 40 inter-agency customers and 620 employees. She recently completed an assignment as Deputy Management Counselor for Mission Saudi Arabia. Prior to Riyadh, she was Supervisory General Services Officer at Embassy Buenos Aires. In Washington, she worked in the Bureau of Global Talent Management’s Office of Career Development and Assignment (GTM/CDA) as a Special Assistant and in the Bureau of Western Hemisphere Affairs as a Post Management Officer and Assignments Officer. Joining the Foreign Service in 2007, she has served overseas in Mexico City as Assistant General Services Officer and Special Assistant to the Management Counselor, and as a Vice Consul in Managua. Before joining the Foreign Service, she worked for Banco Santander in New York City, Madrid, and San Juan, Puerto Rico. She has served on the Board of Trustees of the Asociacion Escuelas Lincoln School in Buenos Aires, Argentina, and the American International School – Riyadh, in Riyadh, Saudi Arabia.
Huguette is married to fellow Foreign Service Officer Michael Garcia, and they are proud parents of three children. She received her BA from Boston College and her MS from Georgetown University. In her free time, she enjoys running and exploring new countries.
