Event: 

The Government of El Salvador has extended until May 26, 2022, the validity of emergency measures first enacted on March 27th. These emergency measures temporarily suspend the constitutional rights and guarantees regulated by Articles 7, 12.2, 13.2, and 24, in relation to Article 131.27, and Article 29 of the Constitution of the Republic, which refer to:

  • Freedom of association
  • The right to be immediately informed of the reason for detention
  • The right to have a defense attorney during initial investigations
  • Extends administrative detentions from three to 15 days
  • The right to private communications

While there are no indications that U.S. citizens are being targeted, those traveling to or resident in El Salvador should be aware that U.S. citizens have been arrested under the terms of the emergency measures. Also, while the emergency measures are scheduled to end on May 26th, further extensions are possible.

Actions to Take:
  • Avoid walking after dark. Avoid driving to remote and/or unfamiliar locations after dark;
  • Remain aware of your surroundings, and keep a low profile;
  • Maintain a high level of vigilance, take appropriate steps to enhance your personal security, and follow the instructions of local authorities;
  • Do not physically resist any robbery attempt;
  • Monitor local news for updates, including local events and pronouncements by the Government of El Salvador.
